THIS IS UNEVALUATED INFORMATION CZECH PROPOSAL FOR MORE GRAIN WAREHOUSES, BAITER USE OF MANPOWER On Tuesday, 6 May 1952, 1 antisek Krajcir, Minister of Internal Trade, presented to the government a proposal for the construction of grain ware- houses to provide for warehouse space for storing grain purchased from the 1952 harvest, He reported as follows: The measures taken by the government to increase purchases from the do- mestic harvest and to raise grain imports, primarily from the USSR, will guar- antee not only a normal supply of flour and bread products for the entire year, but will make possible the formation of reserves which will assure supplies if the harvest in any particular year is insufficient. Many warehouses which were previously used for grain have been taken over for other purposes. These cases must, be investigated and the possibility of returning these warehouses to their original purpose ascertained. In addition, it will be necessary very soon to release all other space which can be used for grain storage. The government has decided to organize a government commission composed of tae ministers of Internal Trade, Agriculture, the T .cerior, and the Construction Industry tc, carry out this task. It will be the job of the people's administration, particularly of the kraj National Committees, to give the govern- ment commission all possible help in the effort to find suitable storage spaca. Jaroslav Havelka, Minister of Manpower and Vaclav Pokorny, Minister of Fuels and Power reported to the government as follows on the status of the pro- gram to provide replacements for departing brigade workers, particularly for the black-coal mines: Recently there have been instances in which brigade workers were not re- leased to replace those returning from the mines to their factories, offices, and other installations; this threatens to reduce output. The government has, therefore, charged all the ministries concerned with providing for the regular and timely release of brigade workers from the agencies and organizations subor- dinate to them. This is to be done on the basis of- the detailed requirements of the Ministry of Manpower and within the prescribed time limits. All factory ad- ministrations and offices and enterprises which are told to release brigade workers must fill their quotas in time. 25X1A Approved For Release 2002/08/06 : CIA-RDP80-00809A000700210052-6 Approved For Release 2002/08/06 : CIA-RDP80-00809A000700210052-6 RESTRICTED 25X1A Similarly, on the basis of a motion by the Minister of Menpover,'the govern- ment discussed and approved a regulation on the placement of graduates of insti- tutes of higher education and of selected specialized schools. This measure is the reoult of the requirements of the planned development of the economy, and particularly of industry, which requires that specialized workers leaving the schools be placed according to the needs of the state economic plan and proper management of spociallet personnel. Graduates of institutes of higher education and of seleeted specialized schools will be required to work for 3 years in enterprises, offices, courts, institutes, and other establishments which the particular ministry or subordinate agency decides on the basis of the state eco- nomic plan. The enterprises will be required to use the graduates for work for which they were trained, shall devote attention to their technical and political developi.xwnt, and shall provide proper housing for them.
