jummary: in preparation for carrying out the basic construction
program for 1953, the Ministry of Railways hat, created a Basic Con-
struction Bureau, and formed 18 units for investigating, surveying,
and designing. Target for 1953 is the construction of 800 kilometers
of new lines.
The alignment for the Lan-Chou--Sinkiang line for a distance
of 330 kilometers, from Lan-thou to Chieb-ho, has been settled, pre-
liminary surveys have been rade as far as Chiu-ch'uan.
The five lines under the management of the Shanghai Rai.,way
Bureau are now in first-class condition, and maintenance staffs and
coats have been substantially reduced.
Pursuant to the recession of the Chinese -Chang-ch'un Railway
to the Chinese People's Government, the administration of said lines
bas been assigned, as of 31 December 1952, to the newly organized
Harbin Railway Administration. This will henceforth be under the
direct control of the Ministry of Railways, and will have under its
jurisdiction seven railway bureaus, seven trunk lines, and 11 appended
branch lines. Lu P'ing has been appointed chief of this adminis-
tration.. He will have four deputy chiefs-7
PLAN BASIC CONSTRUCTION PROGRAM -- Hong Kong, Ta Kung Pao, 20 Nov 52
Peiping, 19 November (Hein-wen She) -- during November ..952, the Ministry
of Railways conducted a conference to discuss plans for the Basic Construction
Program of 1953. The original bureaus and the Read Engineezing Bureau have been
enlarged, and there has been added a Basic Construction Bureau. Altogether, 18
unite for investigating, surveying, and designing, have been established for
assignment to various projects. it is aimed, in 1953, to finish the construction
of not less than 800 kilometers of new railways. This will. include work. on the
im- kou--Sinkiang line, and 115 kilometers on the first section of the Ch'erg-
tu--'T'ien-shui line.

Houg Kong, 20 January (lisi.n-hue, dispatch from L-an-t:hou ) -- Surveying and
planning for the Lan-thou--Sinkiang railway as far as Chiu-ch'uan, about 700
kilometers northwest of Lan-thou,, was substantially completed in November 1952.
The alignment for the section from Lan-chou to Ch:eh-ho (28 kilometers west of
Wu-wei), a distance of 330 kilometers, is settled. The work of planning and
the technical design of nearly 1.000 bridges, cul~-er+e, stations. and water-
supply installations is completed. From Chieh-ho to Chiu-ch'uan, a distance of
1+16 kilometers, the preliminary survey has been made.

Shanghai -- The five, knee under the management of the Sbanghii. Railway
Bureau, namely, the Shanghai-Nanking, the Nanking- Wu?-hu, the Chiu-chiang--
Nan-eh'ang, the Shanghai-tangchow, and the Chekiang-Ki.argsi railways are all
now in lrat-class condition; the -gains run faster, accidents art fewer, and
the costs of maintenance have been reduced by about one half. All these im-
provements are the result of study and practice on the part of all the workers
of the advanced methods in use on Soviet ratlwaye a3 commuulcated by the Soviet
advisers, such as Soroki.n and others.
rn the matter of railway brt.dgea, ruder the e;cpert d..recti.on of Soviet
Adviser Gekhonov, all bridges have been put in first-?r.lass condition, so that
now there are only two bridges on these lines where trains have to slow up be-
fore crossing. Every bridge over 50 meters long now has a responsible worker
on duty at all times to maintain it in perfect condition and. to assure safety.
On the Shanghai-Nanking line, the speed of 1 FY':resr J trains has been
raised from that of 77.6 kilometers per hour 3 ye:rs ago to 88.5 kilometers per
hour at present. Formerly, over 8,000 men were employed for maintenance work
on these lines; now the number required is only a ltttle over 3,000 men,, vi.-.b a
proportionate reduction of expenses-

Hong Kong, 2 January, (dispatch from Harbin) -- Pursuant to the transfer
of the Chinese Chang-ch?un Railway from joint Sino-Soviet cwnershi.p and
management to Chinese owner::hip and management, the Ministry of Railways of
the Central People's Government, at 1800 hours 31 December 19529 changed the
name of the Chang chcun Railway Adminidtration tc the Harbin Railway Admin-
istration (Ha-erh-pin T'leh-lu Kuan-li-chi!),; which will henceforth be under the
direct control of the Mini.c'ry of Railwayys..
Hereafter, the railway lies under the management of the Ifarbin Railway
Administration .include. bez'.des those lines managed by the former Ch''aug-
Ch'tin Railway Administration, the following lanes which hitherto have been
under the direct management of the Ministry of RA.il -Ayoferated
by the An-tuns Sub-RAt1.,,n D~c,cau, ngether with a number of indiv.dual railway
cscat.ions transferred over by neighboring bureaus.
Under the Harbin Rail-.;ay Bureau there will then be the following trunk
lines,
Man-thou-1i to Harbin, Harbin to Sul-fen-ho, Harbin to Dairen, Mukden
to An-tung, Hsia-chceng-tzu to Liu-shu-chec-. Harbin to Wu -chiang; Hun ho to
Fu-shun. The branch ).Ines connected to the ,.'bo"e are, Vac-ii--chao to Yu-shu,
Ta-nhih-ch'iao to Ying-k'ou, Chin-thou C12i 4"1, 3. 077 to Ch'eng-tzu-t'uan,
Nan-kuan-ling to Kan?-ch'_ng-tzu, Chou-shui tzu to i. -cihun-k'cu. Ta-fang-ahen to

Liu-shu-t'un, Yen-t'ai to Yen-t'ai-k'uang, Liao-yang to Pen-ch'i, Pen-ch'i to

The Bevan railway bureaus under the Harbin Railway Administration will be
located, respectively, at Man-thou-1i, Harbin, Mu-tan-Chiang, Chang-ch'un,
