NEW STATUTES FOR BULGARIAN CONSUMERS' COOPERATIVES AND RAYON COOPERATIVE UNIONS According to the new statutes for consumers' cooperatives and rayon cooperative unions accepted by the third regular congress rf the ("ntral,Co- operative Union, h 1d hetwnan Ic and 17 April 1952, rural cooperative will no longer be called 'vseetranska" (general) but selkoop (selska potrebitelna kooperatsiya, r"-al consumers' cooperatives). Such cooperatives supply goods to farm workers and purchase their agricultural production. Under the new statutes for the rural cooperatives, new members of the cooperatives are not directly accepted nor are others excluded by the admin- istrative councils of the cooperatives but by general assemblies, or, the re- commendation of the administrative councils. No urban cooperatives will in the future be called "gradska vsestranska" (urban general) but narkcop (gradska potrebitelna kooperatsiya, urban con- sumers' cooperatives). Urban cooperatives located in agricultural areas will, in the future, also purchase agricultural products. RKS or raykoop (raycnen kooperativen suyuz, rayon coeperativcc unions) unite cooperatives (both selkoop and narhocp) in their resFective ravon:c and supervise their functions. which include the purchAaing n? ^oricx'tural prod- ucts. Under the old statute, the RKS was governed by an administrative o.oun- eil and by a council of directors. Under the new statute, an a.imini^ttration consisting cf fte to sewn persons -s the executive organ of the Rri3. This ac:- ministratio., is respona ole to the TsKS (Tsentralen kooperat.ivrn suyua , Cen- tral Cooperative Union) for all activities of its RKS. The n_ha irmon and the members of the administration are chosen by the general assembly of plenipo- tentiaries of the RKS. These plenipotentiaries are elected by secret ballot by the general assemblies of conperati ves or "'y arses from cooperatives with 300 or more members.
