The Presidium of the Supreme Soviet USSR, acting on the proposal of
the Council of Ministers USSR. has changed the Ministry of Petroleum In
-
dustry USSR from an all to aunion-republicministry. At the same
time, the presidium established a Ministry of Petroleum Industry in the
Azerbaydzhan SSR and transferred to it control over all petroleum enter-
prises, organizations, and installations in the Azerbaydzhan Republic.(1)
Speaking before a meeting of the republic's oil workers, Baybakov,
Minister of Petroleum Industry USSR, stated that the decision to estab-
lish an oil ministry in Azerbaydzhan resulted from the an iety of the
party and government regarding the republic's basic industry (2), and
the intent to expand it.(3)
Suleyman Azad Ogle Vezirov has been appointed by the Presidium of
the Supreme Soviet Azerbaydzhan SSR as minister of the newly established
ministry.(4) A person named Vezirov was reported in a September 1953
source as manager of the Azizbekovneft' Trust of Azneft' Association.(j)
A source in August 1954, after establishment of the ministry, also re-
ported a Vezirov as manager of this trust.(6)
Aleksander Pctrovich Karasev has been appointed by the Council of
Ministers Azerbaydzhan SSR as first deputy minister of the new ministry.
Appointed at the same time as deputy ministers were Enver Nazarovich
Alikhanov, Ilal Mamedovich Asadov, and Teymur Guseynovich Kasumov.(7)
Karasev had been chief of the Azneft' Association (8), while Asadov had
been its chief engineer.(9)
