Although the OeLDs are organizations established by file community or municipal councils, they are not directly subordinate to these state organs. The operations of the OeI.Bs ere organized according to the principle of per- sonal responsibility. Such responsibility makes it imperative that the di- rector and leading officials of an OeLD have independent authority to take measures necessary for the operations of the OeLB. No one may interfere with the execution of operational measures so long as the director of an OeLD hand hs the problems coni'ronting him with the required prudence. However, if the director o: an OeLB endangers the fulfillment of the economic plan, either by intent or by negligence, then the local administrative organs must take direct acticn i;it.h regard to the OeLD's operations. Since the OeLDs are organizations established by the community or mu- nicipal councils, the 1o::a1 administrative organs must exercise direct super- vision over them. The local administrative organs fulfill their supervisory duties by being fully informed concerning the business affairs of the OeLHs and by guiding and assisting in the work of the managements of the OeLBs and of the trade unions, idhile local administrative organs furnish guidance to the OeLBs only when they ftnd shortccmings and weaknesses in the letter's operations, the types of assistance cover a much wider field, as illustrated below: 1. The manager of an OeL}3 must submit a business report to the com- munity re?resen?atives concerning the development of the OeLD and concern- ing difficulties ~~hich may arise in its operations. The community councils should investigate the underlying causes .'or such difficulties and take reme- disl c~ion. 2. The :oval administrative organs have the special duty of establish- ing a frier.~'y relatiorshin betxeen the OeLD, on the one hand, and the co- operative :nrmers or individual Sarmers, on the other hand. The establish- ment of friendly relations betwe.n these elements is of decisive importance f'or the development and strengthening o!' the cooperative sector of agricul- ture. 3? !'he OeLls are ~, strengthen the cooperative sector of agriculture by ,joining existing ugricul_ural produr_er cooperatives. This step is very important, since it will be the basis for the economic and social measures to be instituted. The local administrative organs must therefore examine whether the OeI.Bs adhere to the instructions and directives issued by the government concerning the rights and duties of the workers (wage and salary agreements, introduction oi' the system of performance wages, enforcement of enterprise regulations, etc.). These measures greatly facilitate the incor- poration of the OeLD enterprises into the cooperative sector of agriculture in the near future.
