DECREE REGULATING HUNGARIAN SOCIAL INSURANCE PENSIONS A decree with the force of Law No 28, 1954, of the Presidential Council is applicable to (1) persons, who, on the basis of their employment, are eligible for pensions under the state social insurance program; and (2) regular members of the armed forces. Persons eligible for old-age pension (oregsegi nyugdij) are: (1) men over 60 years of age and women over 55 years of age, who were employed for at least 10 years; (2) men over 55 and women over 50, who were employed for at least 25 and 20 years, respectively, in work harmful to health, in subterranean work, or in other work designated by the Council of Ministers; and (3) men over 55, who were employed for at least 20 years, 15 years of which they worked under air pressures greater than the normal atmospheric pressure. For disability not ex- ceeding 25 percent, workers are eligible for accident payments for not more than 2 years. If disability exceeds 67 percent, workers will receive a dis- ability pension rather than accident payments. The widow of a person who was eligible for disability pension at the time of his death, or if the husband died as a result of an occupational accident or disease, will receive a temporary widow's pension (ideiglenes ozvegyi nyug_ did), if she is over 55 years of age at the time of her husband's death. A widow is eligible, regardless of age, if her health is impaired or if she is two thirds disabled by a physical defect at the time of her husband's death, or if she has at least two dependent children, or if her husband was a miner who died as a result of an occupational accident. The dependent children, stepchildren, adopted children, foster children, grandchildren, and brothers and sisters of a deceased worker eligible for a pension or accident payments may receive insurance payments. Dependent chil- dren may draw payments through the age of 16, or, if in school, through the age of 18. Physical or mentally deficient children are eligible for payments, provided that they have no other source of income. Old-age and disability pensions are computed on the basis of the worker's wage and consist of a basic pension (torzsnyugdij), plus a supplementary pension (nyugdij kiegeszites). The basic pension for old age is 50 percent of the worker's former wage, and for disability it is 50-80 percent, depending on the extent of disability. The supplementary pension is one percent of the basic pension for each year the worker was employed since 1 January 1945.
