1. In the Garut Regency ,:20 percent of the people believe in Islam and would like
to see an Islamic state.formed. However, the majority of the people are so
poorly, informed that they cannot tell the difference between Islam and Communism.
Cole Y IIXwilarang, comm-anding.officer of 3 Division' (Siliwangi) is using Kiais
(teachers of. Islam) to counter Communist propaganda.l
In Garut Regency the,arul,.IElam (DI) forces, the Tentera Islam Indonesia (TII),
are divided into three grouper
Leader Number Armament.

Mohammed Enoch 400 300 well-armed;,arms include 6 Bren
guns, and 2 or 3 mortars
Atjim 300 Well-armed
These groups operate in north and. east Garut, specifically in the Districts of
WararadJa, Sukawening, Tjibatu, Malangbong, Tjiawi, Singaparna, the. mountains
of Telagabodas,. Galunggung, Bagendit, Sawal, and Tjakrabuana.

6. In the Bogor area TII forces are led by Hadji Engkar.and Hadji Bakar. These two
men kidnapped the following officers of the Komite Rakjat (Peopieis Comitte) of
Djakarta.

These men were taken to Gunung Pant jar and it is. rumored that they were beheaded.

7* There are 900 men concentrated at the foot of Mt. $ lak 2 km SW of Bogor. In
this group are Indians., Ambonese and some Dutch. Cpta W. Smits is reported
to be among the group. In addition to standard infantry equipment these men have
six 3 inch field pieces and ten 3 inch trench mortars,
8. 'ortifidations at the foot of Mt. Sanggabuana have been consolidated to such an
extent that when the Army 315 Infantry Battalion under Capt. Machfud attacked them,:
he was driven off, The TII used cartridges stamped with the date 1953.
On 15 January the TII 1. Battalion led by Had j i Engkar .and Had ji' Baker marched down
from Gunung Pantjaar and split into two columns at Tadjur. One column proceeded
in the direction of the sub-district of Tjiteureup which it attacked and burned,
killing three persons. The other column blocked the highway connecting Tjiteureup
with Tjibinong, This column was driven off by a chief constable and 8 men.

W. Salts (also recd W. Smith) was reported to command 1,,750 men with HQ
10 km W of Gunung Masr operating SW of Bogor Town., Achmad Sungkawa was said
to have 2,500 men under him who were divided in five groups stationed at
Tjikalong Kulon, Tjikslong Wetan, Kandanghauer, and Haurgeulis in the hilly
