The Ministry of Construction is located on Slaveikov Square in Sofia. It was 25X1
tablished in January 1948, following the abolition of all private building enter-
prises. It has two principal responsibilities: to carry out construction work
for all government institutions (except the Ministries of Defense, Communications,
and Electrification) and to construct and maintain highways (except those which
are the responsibility of local authorities). The responsibility for construction
under the electrification sciheme was, in 1949, transferred from the Ministry of
Construction to the Ministry of Electricity.
The 1950 tudget for the Ministry of Construction was 24,000,000,000 lever. The
Ministry of Electrification received 11,000,000,000 leva, and the Ministry of De-
fense receivecl an unknown sum. These three items made up the total budget for
all, constru.ction work in Bulgaria,.
The Ministry of Construction has six building enterprises under its direction.
They are located in Sofia, Plovdiv, Varna, Pleven, Burgas, and Dimitrovgrad.,
The Ministry of Construction has three branches: Building, Highways, and Joint
Administration.
a.. The Building Branch' is subdivided into three departments: the Technical De-
partment, which studies projects submitted by government institutions and allo-
cates the work to one of the six building enterprises; the Executive Depart-
ment, which supervises the actual work; and the Scientific Department, which
se `Lacts materials and approves working methods.
. The Highways Branch is subdivided into four departments: the Technical Depart-
ment, which analyzes and approves projects received from the Highway Planning
Board; the Executive Department; the Scientific Department; and the Mainten-
ance Department.

a. The Joint Administrative Branch is subdivided into five departments: Finance,
Administration, Supply, Personnel, and Planning (for the Ministry's Require-
ments only).
At the end of 1950 the Ministry's staff totalled 300, of whom 150 were engineers
and architects. Women comprise ten per cent of the staff. An advisory committee,
with an engineer and an architect as permanent members, is attached to the Ministry.
It may call upon additional specialists for consultation.
