Bureau of the North Korean army general headquarters was ~esponaible for
initiating North Korean military conscription prooedurese This board
notified the provincial military mobilization boards of the rivmber of men
to be drafted from eaoh provinces The provincial boELrda assign?d a quota
to eaoh county according to the countyts population, The Qounty military
mobilization board made a file cheek of men eligible. far the draft and
informed the district and city peoples committees of the names of the
men to be drafted and of the date by which they moat report for inductions
The district and city peapleaa aommitteea p~a~ed the 3riformation on to the
village peoplets oammitteea9,whioh informed the praapeotive draftees in
writing or verbally~af the draft calls On a specified date the draftee
reported to a designated 10oation, and a member of the village peopleea
committee escorted them to the district or city peapleQs committee office.
The draftees were. then escorted by a member of the county military
mobilization beard to the county board headquarterse There they were
met by a member of the provincial military mobilization board and
escorted to the provincial board headquartersq accompanied by a member of
the county board. The trip from the village assembly poin$ to the provincial

and fed by the villagers en route,

was inducted into the army in the prescribed manner,
Che~an~ Provincial Military Mobilization Board
4e the headquartar~s of the Chagang Provincial Military
Mobilization Board was in a red brick, singlemstoryp six room building
at EAm979363a in Kanggye (N ~,Om~B, E. 126-36~-, (BA?9837), The headqua~?ters
had the following offices and sectionss
aq C3ffica of the Chief of the Chagang Provincial Military Mobilization
Boards Tha Chief was responsible for drafting men in Chagang Province
as needed, reviewing and issuing discharge certificates,, and the
direcstion of all military mobilization boards in the provinc?,
bo Office of the Assistant Chief of the Chagang Provincial Military
Mobilization Boards The assistant chief acted as chief in the chiefrs
absence, inspected all doeumenta coming from the sections of the board,
was in change of political indoctrination of the members of all military
mobilization boards in the province, and inspected all military mobili-
zation boards in the province to see that all directives were carried cute
~a Central Files Sectiono This section received and passed on documents and
directives to the various ?~ounty, city and villag? boarda9 was in charge
of filing9 reproducing, and validating all documents issued by the
Military Mobilization Replacement Buraau9 and recorded and passed on to
high?r offices all official documents from the lower boardae

the personal affairs of officers in all military mobilization boards in
the province9 completing officerso discharge certificatea~ confiscating
all governorent property in the poeaeaaion of officers at the time of

affairs of enlisted men in all the military mobilization boards in
the province9 drafted enlisted-men according to the number specified
by the Militaryy Mobilization Replacement Bureau, called back to duty

ten days to senior high schools throughout the province to give
military training to both male and female high school studentsa

red~brick~ single story ~iuilding, This department consisted of a
Provision Control Section and a Uniform Sectiono The P.~ovision Control
Section was responsible for procuring focal for all employees of the.
milita~?y mobilization boards in the province and their dependents and
supplying rations to outside military personnel travelling in the area
who were able to show. proper authorization for such travel, the Uniform
Section was responsible for procuring and distributing ursiforms to
members of the military mobilization boards and inspecting .and maintaining
all equipments The Rear Service Department warehouse was in a concrete9
two story building about nine meters south of the headquarters buildingo
This warehouse was badly damaged in United Nations bombing raids in
..November 1950 and only the ground floor was usableo There were about
130 bags of various grains9 two drums of bean oily, three drums of bean
sauces and ten bags of salt stored therea Food supplies were obtained
from the- Provision Section of the provincial people?s committees
6, The guard platoon quarters was about three meters south of the
headquarters building in a redmbrick9 single story buildings There were
three squads of ten members each, The squads were commanded h'3' a platoon
leaderp who was a secand lieutenant9 and an assistant platoon leaders
who was a staff sergeants The squads were armed with twenty Mossin-Nagant
rifles and eleven PPSh?,~.1us, They acted as couriers between military
mobilization boards in addition to escorting draftees to their assigned `~
unitso They alternated their guax?d duties with KP and laboring dutiesa
70 .The duty officeraQ station was about nine m?ters north of the headquarters
building in a woolens single?story buildingo There were two commissioned
duty officers and two non?commissioned duty officersa ?ne of each was on
duty on alternate dayso They inspected visitors? identification eertifi-
cates and military mobilization board members? passes, assembled draftees
for roll callq and kept a log of them activitieso The arms at the duty
officersQ station consisted of one TT pistol9 one PPSh, and one Japanese
sword,

when an officer or an enlisted-man from Chagang
was o e discharged from military service9 he was issued a
discharge certificate from the Military Mobilization Replae?m?nt Bureau
or the Staff Bureau of the North Korean army general headquarterso He
had to present this certificate to the chief of the Chagang Provincial
Military Mobilization Boards who reviewed the reason for the discharges
The board then made two copies of the original discharge certificate and
i?susd them to the man being discharged in exchange for the original
certificat?, which was put on file at the board for easy reference in case
the man was called up-for service agaiao The veteran then exchanged one
of these copies at his local branch of the Ministry of Internal .~ffaiz?s
for h$s citizenship cards He submitted the other copy to the county
peopleBs committee9 which attempted to place him in a suitable fob
according to recommendations made on his discharge certificete~
