Top Chinese Communist officials believe Eisenhower's State of the Union Message indicates the United States intends to expand the Korean war. These officials are not worried about the deneutralization of Taiwan because they believe this will increase friction between the United States and the British, a result favorable to the Chinese. They wonder if the United States wants to risk expanding the conflict in Asia without allies. To prepare for the possibility of long-term resistance, the Chinese intend to arrange for more military cooperation with the USSR and to increase their anti-American drive. 2. Top non-Commun-ist officials of the Chinese government believe the Eisen- hower administration has shifted emphasis from political to military action against China, no hanger believing the peace talks at Panmunjom will end the Korean war. These officta1e see the United'3tatee" again giving CHIANG Kai-shek complete support.
