But there .were many. officers and. enlisted men who were discontented with.the Czech regime, but -aere helpless 25X1 .to undertakeany.countermeasures without.some outside support. Rigorous discipline?was ma,intained..at.all levels, and officers and enlisted.. men who failed . to. reach the required.standard. or. committed. misdemeanors were subject-to .transfer to penal units. Officers were . constantly. in fear of being.punished for.the .misbehavior of enlisted..-men in units under their jurisdiction. - older. officers objected to the political teachings and the gradual transition .of the old army organization to the new..Soviet organization.
