THE APPRAISAL OF CONTENT IS TENTATIVE. (FOR KEY SEE REVERSE) 1, The following shipping was observed in the Sulina harbor during the week of 20 to 26 November 1952: a. The SS NOGIN and one other unidentified Soviet freighter passed Sulina going up the Danube River. b, The BUDAPEST, a Hungarian freighter, passed Sulina going downstream headed for Istanbul, tugboat, arrived in Sulina to tow the SS reighter, to Istanbul, d. Unidentified passenger steamers of the Braila-Galati line arrived every evening at 1800 hours. e, The SFANTUL GHEORGHE, a dredge, was berthed at the shipyard quay. f. An unidentified dredge lay just to the west of the SFANTUL GHEORGHE, g. Two unidentified tugboats lay to the east of the SFANTUL GHEORGHE. The larger tugboat was of a 600 to 700 horsepower capacity (sic). 2. Navigation Aids. a. The channel through the Sulina breakwater was marked by red buoys on the north of the shallow area and green buoys to the south (sic). b. On the north breakwater there is a lighthouse and a buoy continually W flashing red and on the south breakwater there is a lighthouse and a buoy Cc flashing a green light. The buoys are from 150 to 200 meters apart.. c. About 200 meters west of the lighthouse of the south breakwater there is a fog horn which sounds off at ten-minute intervals when there is a fog in the harbor. e. Approximately one kilometer west of the north breakwater there is an old lighthouse which has been inoperative for years. The lighthouse marked on charts as being just west of this lighthouse. has been removed. f. The depth of the channel through the breakwater: is 24 feet. g. The depth of the water alongside of the quays is estimated at 28 feet. h. The depth of the channel west (sic) of the breakwater is deeper than 24 feet. 3. Security Restrictions. Upon the arrival of a foreign vessel, a control squad composed of one Soviet and five Rumanian police officers searches the steamer. The radio transmitter is sealed, but the operator is permitted to receive daily weather bulletins. One member of the crew approached the shipping agent and asked for a landing permit in order to go to church. The agent replied that he would get the seaman a landing permit,but on no account should the seaman contact anyone on shore as the authorities would arrest and interrogate him. The agent said that he was also examined after each visit to a foreign vessel. The Rumanian soldiers who guarded the steamer asked for cigarettes and lighter flints. They openly cursed the regime and gave permission for an old boatman to come aboard and trade wine for oil.
