the Cong An, and the right of criticizing the Cong An for its abuse and
shortcomings.
7 In the villages, the Cong An, which had been in some ways a formalized organi-
zation aided by individual members of the local DRV Committee, found itself
greatly enlarged by the direct and active participation of local committees'
and various semi-official organizations. In each of the-se organizations there
is, in effect, a private Gong An charged with the surveillance of the members,
including children, of the respective organizations.
Organization
8. Provinces A typical provincial Cong An is now divided into three bureaus:
The Administrative Bureau (Ranh Chinh),.divided into three sections:
(1). The Police Service (Cong An Trat,Tu)
(2,)- The Mobile Cong An (Cong An Luu Dong )
(3). The Assault Cong An (Cong An Xuan Phong).
b. The Political Bureau, responsible for the Economic Blockade Section
Cong An Bao Vay TUinh Te Dich), shares with the Bureau of Propaganda
and Education the responsibility for the Bureau of Investigation
(Nghiem Cuu).
c. The Bureau of Propaganda and Education, which also has under its super-
Vision the Bureau of Instructional Techniques and the primary and
secondary cadre schools of the province.
District: On the district level, the Cong An is divided into the same three
bureaus as the provincial Cong An. The village Cong An is not divided into
sections Of bureaus and is directly responsible to the various semi-official
local organizations. Both the district and the village Cong An are directed
by a Chief and a Deputy Chief.
