The USSR is planning to hold separate conferences with the Chinese Commixn.ist
and,.Nor'th Korean governments after mid-February. Senior Soviet officers and
diplomats will hold a preliminary meeting with North Korean representatives at
Manp!o",jin (N 1I.1-?9, E 126-17) (BA-7259) under cover of the celebration of the
fifth anniversary of the formation of the North Korean army.1 After this
meeting; one group of Soviet officers will, proceed to Peiping for a top-level
conf.erenc'e between Chinese Communist and Soviet government leaders which will
be held under cover of the third anniversary of the Soviet-Chinese mutual
assistance.'and cultural treaty.2 Another group of Soviet and North Korean
off icers will proceed to Khabarovsk, USSR, for a secret mission,
