(FOR KEY SEE REVERSE) 16 the Bacteriological Institute of the Ministry of Public Health at a meeting of the State Control Cormmission in 25X1 Bucharest. Others present were the Minister of Public Health, the four Deputy Ministers of Public Health, the head of the Factories Directorate of the Ministry of Public Health, the Soviet Adviser to the Ministry of Public Health and Madame Vanda N:Lkolskij, a Soviet who is Vice Chairman of the State Control Commission. At this meeting had marry criticisms 25X1 to make, the chief of which were as o ows: Ministry of Public Health Factories a. Production at the factories of the Ministry of Public Health, which make surgical instruments, medical equipments et cetera, was lagging; there seemed to be inexplicable delays and the quality of the articles was poor. This was probably the result of sabotage. It was considered that two persons were chiefly responsible: a chief countant., a certain Recas,, and an Engineer Georgescu. asked why it was that Georgescu 25X1 worked so unsatisfactorily for the present regime, when it was known that SECRET/CONTROL - U.B. Recas was in fact dismissed, L It'?was. agreed that Georgescu should. be removed as"soon as practicable.' Cantacuzino Bacteriological Institute most of the staff of the Cantacuzino Institute were,, regarded as anti-Soviet and anti-regime. The doctors 7r-e ve reaction Everybody concerned ought to be extremely 25X1 vigilant and attentive as the Bacteriological Institute would be the most important medical establishment in Rumania.in,.timeof war. Professor Constantin Ionescu-Nihaesti' the famous Rumanian scientist., was dismissed on Soviet instructions from his post as Director of the Cantacuzino Bacteriological Institute in August 192. e was invite to the Soviet Union in December 1951 but refused on the grounds that he was too old to undertake the journey. He was also not on speaking terms with Pavlov, the former Soviet adviser to the Institute. At the time of his dismissal there were discussions between the Ministry of State Security, who wished to arrest him, and the Ministry of Public Health. The Minister of Health said that if such a respected figure was arrested, many of his colleagues would refuse to work. In order to keep up appearances, a new scientific institute was created for 'him, he now has little authority. SECRET/CONTROL .
