1. The Stalin Polytechnic. College in Sofia is under the control of the KNIK (Komitet
za Nauka. Iz1custvo, i Kulturas Committee for Science., Art, and Culture) and not
subordinate to the Ministry of Education. The college, which is the only institution
of its kind in Bulgaria, was founded in 1942. Its five departments area
a. Civil Engineering (bridges, power stations, highways, railroad lines, water
reservoirs, sewers, etc.);
b9 Architecture;
c. Mechanical Engineering (since 1946),-
d. Mining (since 1946)9 and
e. Geodesy (since 1946).
The first two departments are housed at 2 (or 4) Dragan Tsankov Street., and the
other three on Moskovska Street.
2. In 1945 the college was open to any student possessing a high school graduation certi-
ficate, and enrollment, most of which consisted of former soldiers, reached 3,000
in the Engineering Department and 2.,000 in the Architecture Department. Since 19469
new students have had to pass examinations in mathematics,, physics., and other basic
subjects, and only 100 to 150 new students have been admitted to each department each
year.
3. The social origin of a candidate is not a factor in the selection of students. However,
while in 1945?1946 almost half the students were open opponents of the regime, today
most appear to be completely identified with it.
4. The curriculum provides for five years of study in all departments. Because of the
war the first graduation was not until 1948, and from that year to 1952 about 1500
students have been graduated from the Civil Engineering and Architece 'Departments.

Fees total 80 Leva per half year. Able students without means receive a monthly
allowance of 240 to 350 Lava.
6, Since 1950, students have had to attend a course of military studies along with
the other part of their training, Lectures are given by Army officers; and students
attend field training during the summer recess.
