Personnel,, The personnel staff comprises the regional com>Tandant1 his deputy, first and second assistants, provost officer and from two to six technical assistants to deal with personnel matters. The head of the personnel section and his deputy keep the secret card index of all employees at regional headquarters. This index is concerned with the political Views of employees, whether officers or enlisted men. The cards are written up by the Communist Party representatives attached to regional headquarters,, Each SNB'employee comes under the scrutiny of. his superiors in regard to his acquaintances and his behavior both on and off duty, In this connection, officials may be dismissed without special notice,, The head of the personnel section may often be of com- paratively paratively low rank since it is his political standing that counts. b. Section 2 - Political Instruction. The head of the political instruction section is the political officer, or Police Commissar. Under him he has an assistant and a number of female typists and clerks,, . This section is responsible for political instruction in the region and for dealing with all political questions affecting SM employees. The head of this section does not; come under the regional SNB commander; instead,, he is directly subordinate to the Ministry of National Security.. c. Section 3 - Organization,, The organization section is responsible for o;,ge,ninaticnal questions and announcements and also deals with statistics.. d,, Section 4 - Criminal Investigation. A special sub-section is attached for persons wanted for, political offenses. e. Section 5 - Administration. Usually the head of the administration section is likewise-:a Doctor of Jurisprudence. The section deals with the issuing and checking of passes, permits to hold weapons., violations of the law, and preventive detection, f. Section 6 -Finance. The finance section deals with accounts and admin- i strative expenses . Section 7 -:Air Raid Protection and Fire Prevention. This section is of recent origin and is still in the process of organization. A list Ie kept ft this section of important businesses and of fire fighting personnel, , hydrants and other firefighting means and their readiness for use. A course is organized for firefighters lasting four weeks. Small concerns are required to send one man and larger firms six men to these training courses. Equipment. for the mobilization of firefighting persgnnel Is held ready in and is Issued by this section. Each regional headquarters has sufficient equipment on had for 1,000 firefighters. 2. At each regional SIB headquarters there is an office of State Security (StB) presided over by a member of the Communist Party. This office keeps a register of all politically unreliable persons. The latter are divided into categories. Each politically unreliable person is under constant surveillance so that he or she can be arrested on the slightest pretext. This office also deals with the sequestration of property and arrests, as well as the arrangement of "show" trials. An office of this kind always has 20 motorcyclists at its disposal. The regional SNB commaandant, the StB commandant and the political officer form a triumvirate, and secret discussions are held each morning by these three . Section heads are very rarely summoned to these meetings. Before undertaking their duties persons occupying one aF these three posts must have attended a special six-month instruction course in Prague.. No person other than the members of the triumvirate has access to the SNB commandant's office. StB officers have complete freedom of action. They are not subordinate to the regional SNB commandants and they have a free hand in carrying out their work. StB offices run their own accounts and deal, in this connection, directly with the Ministry of National Security, with which the StB office has direct tele- phone comnectians. In corresponding with the ministry, communications are addressed to Section BCI, which is housed in a separate building ip Prague- Letnany and acts as the main intelligence center from which foreign agents are 6. Certain StB officers are attached to army units in which they serve as so-called instructors. They look for likely candidates for special duties and collect reports of all kinds. These instructors are aubordinate to an officer called the post box. The latter works directly with the StB officer at regional head- quarters and obtains directives and information from him.
