The 2 Public Security Battalion of Chiahsing was to guard the divisional headquarters site until troops arrived to replace the 76 Division. 25X1A ComQient. In September 1952, CHENN Shih-ch'u (7115/1102/3255) was superintendent of the 6 Infantry School in Nanking, and WANG Pi-ch'enf (3769/1801/2052) was super- intendent of the 5 Infantry School in Chekiang. These schools were subordinate to the East China Military Area Command. In September three Soviet military instructors were transferred from the military advisory group of the 3 Field Army to the 6 Infantry School. 2. In the summer of 1952 the headquarters of the East China Public Security Ad- ministration was in Hungk'ou (5725/0656), Shanghai, with HSU'Chien-kuo (6079/1696/0948)2 as commander and.LIAO Chin-piao (1675/6930/2871) as deputy commander. This administration was attached directly to the East China Military Area Command3 and controlled public security bureaus in fifteen cities in East China and Public Security Divisions 11 through 25. Each of the public security divisions was organized and equipped like regular Chinese Communist army forces. All public security forces were under the command of the ]public security administrative officials, with provincial and municipal public security department heads and bureau directors serving also as public security unit commanders. On 7 October, two companies of the 307 Regiment, 103 Division, 35 Army, moved southward from the Aochiang (N 27-' , E 120- 4. In late October the 308 Regiment, 103 Division, 35 Army, was in the Juian (N 27-49, E 120-38) area, with 100 troops at Hengt'angt'ou (N 27-1+1+, E 120-11.2, 500 troops at Tungshants'un (N 27-1+6, E 120-38), 500 troops at Lungshan, and 100 troops outside the East Gate of Juian. 2. On 9 November, the whole strength of the 308 Regiment, 103 Division, 35 Army, was in the Juian and Feiyunchiang (N 27- , E 120- ) areas. 6. In early October the main force of the 101+ Division, 35 Army, had moved from the Linhai area to the Wenchou area.5 7. On 30 October 80 automobiles and 48 guns, accompanied by Chinese Communist troops wearing new uniforms and steel-grey helmets, passed through Shangpai (N 30-30, E 119-58) in the direction of Hangchow. The numbers on some of the' automobiles were.. 4 Army ,3761I.0; 11. Army 3761I.3: 4 Army 376!e4; 4 Army, Training 410; 4 Army, Training 670; and L Army 1+564. 8. On 28 October all of the 3 Artillery Division, which had received a year of training under Soviet instructors in Nanking and was commanded by WAN (3769), was transferred to eastern Chekiang on the Nanking-Hangchow railroad. The headquarters of the division was at Linhai and units set up defensive positions, along the Chekiang coast. The division was equipped largely with modern weapons. On 23 September the headquarters of the 9 Garrison Regiment was at Chinchen- weich?eng (N 27-26, E 120-36) (F-6). Fifty men, equipped with three light machine guns, were at Nanp'ing (N 27-12, E 120-30), and 70 men were at Chenhsiakuan (N 27-10, E 120-29), where food supplies were stored. A telephone line connected Chenhsiakuan with P'ingyang (N 27-42, E 120-33), and the roads in the area were no more than narrow foot-paths. 10. In early October 700 men of the 12 Garrison Regiment were along the coast be- tween Tungchiang (2639/1203), about 10 miles northeast of Juan, and Nanyang (N27'8, E 120-31+) 114 Tri l.ate.October,the headquarters of the 12 Garrison Regiment and more than 300 troops were outside the West Gate of Juian. This division was responsible for coastal defense from P'inghu (N 30-42, E 121-02)- to Linhaio On 13 October the 51.and 52 Regiments, 17 Public Security Division", were on Tung'toushan (N 27-50, E 121-08). 14. By 17 October two battalions of the 50 Regiment, 17 Public Security Division, had moved from Wenchou to K'anmen (N 28-06, E 121-16). 15. In late October the 1 Battalion, 49 Regiment, 17 Public Security Division, was in Ch'umen (N 28-15, E 121-17)- 16. In early November the headquarters of the 17 Public. Security Division was in hborhood of the Customs House at the North Gate of Wenchou. The 49 i th e ne g Regiment was at Loch'ing (N 28-08, E 120-57), with battalions at K'anmen and Yuhuan (N 28-08,.E 121-14)x. The 50 Regiment was at Hsiaochushan,(N 30-32, E 122-16), with battalions at Ch'umen, Chait'ou (N 26-55) E 116-56), and Paimaao (4101/7456/8315)? One battalion of the 50 Regiment had been annihilated in-a battle at Chikuanshan (N 28-31) E 119-32). The 51 Regiment was on Tungt'oushan. 17. On 9 November more than 700 troops of the 70 Public Security Division9 were quartered: in a!foreignnstyle building in Shuangmen (7175/7024), Wenchou. 18. On 4 August the headquarters of a sea defense battalion of the T'aichou (N 28-53, E 121-07).Military Sub-District was on Hsichenshih (6007/2182/1579) Street, Haimen. There were three 57 mm anti-tank guns outside the head- quarters building. 19. In late September a public security battalion of the T'aichou Military Sub- District garrisoned Linhai, and there were no regular troops stationed there. The companies of the public security battalion were at Peihsienyen (0554/01.03/1484)9 Fenghuangshan (N 27-43) E 120-50), and Tat'ien (N 28-56) E 121-12). In late Se tember the T'aichou Commissioner's Office, which was commanded ded by LIU(0491) and formerly commanded by CHANG Tzu-cheng (1728/1311/ 2398)'0 was at Talit'ang (1129/4409/1016), Linhai. The county government office was at the Girls Normal College in Peishan and the main police de- partment 2 5X1 was on Chiuch'uhsiang (0046/2575/1574) Lane. From 14 to 20 Aygust about 1,500 troops of the 25 Army were moving continuously through Hsiatou from Chinahiang.(N 24-54, E 118-34) to Foochow. These troops then left on steamships from Lung't'anchiao (7893/3389/6037) of Ts'angch'ienshan (N 26-02, E 119-18) and from Hungshanch'iao (N 26-06, T 119-17), for the'.sauth. 2. On 23 September, one battalionof the Engineer Relent, 28 , moved to Peichiao (N 26-22, E 119-58) from Lienchiang (N 26-12, E 119-31). On 13 September the 84 Division) 28 Army, brought three field guns to Lienchiang from Foochow. On 4 October the 251 Regiment, 84 Division, was around Kuant'ou (N 26-08 E 119-33) at Ch'angmen (N 26-09, E 119-33), Tingan3, and Fengwo (N 26-08, E 119-36). The headquarters of the 251 Regiment was in the Senliwu (2773/0448/1450) Builds of Kuant'ou. One of the battalion headquarters was at Huangch'i. In late September about one battalion of the 245 Regiment, 83 Division, 28 Army, was in Chinfeng (N p5-59, E 119-40); Meihuak'ou, and Changchiang (N 25-56, E 119-38) 0 In early October the headquarters of the 83 Division, 28 Army, was at Fuch'ing (N 25-43, E 1l9_25)9 with the headquarters of the 247 Regiment at Liwei (0448/1442). near Fuch?ing, the headquarters of the 248 Regiment in P'ingt?an (N 25-30, E 119-47), and the headquarters of the 249 Regiment at Hanchiang (N.25.28, E 119-05). In early October the headquarters of the 85 Division, 29 Army, was at Mawei, (N 25.59, E 119-26), with the headquarters of the 253..Regiment at Amoy, the headquarters of the 254, Regiment at P'ut'ien (N 25-29, E 119-03), and the headquarters of the 255 Regiment at Haaik'ou (N 25-41+, E 119-28). In November 250 marines5, stationed in Mawei and equipped with four tanks, and another 100 marines, stationed in.Santuao (N 26-39, E 119-41), were taking amphibious operations training. On 28 September three truck-loads of weapons moved to Amoy along the Foochow- Chinchiang highway. On 4 October the weapons were at the Number 2 Depot, Supply and Service Department, 31 Army. Troops of the 31 Army were to receive training in the use of the weapons. On 3 November the 31 Arpy was in the Amoy area, with its headquarters in Tiench'd.en (1648/0467). The headquarters of one division was in.Chiangchuntz'u (1412/6511/4379) and the headquarters of another division was in C4iangt'oushe (3068/7333/4357). Three regiments were between Huch'iyen (5706/3305/1484) and Pai'Lutung (4101/7773/3159), two regiments from Ts'engts'op'o (2582/0625/0980) to Amoy University, one regiment in Amoy City, and the remainder of the troops in the general area of Chinchaoch'eng (6855/3629/8220) and Hutzuts'o (5170/ 0098/0625). Artillery troops were in Huch'iyen, Pailutung, Tsengts'up'o, and Hulishe (5170/6849/4357). Mechanized troops were at Amoy University, Heavy gun positions of concrete and steel were built along the coast of Tsengts'up'o and Hulishe at 15-foot intervals Antiaircraft gun positions for a total of about 200 anti-aircraft guns were built at the Tatung 1129/0681) Middle School, Pailutun , Huch?iyen, Hsiaofeng (1420/1496), P'ut'oszu (2528/7094/1408), and Kaoch'i'~559/1505). Anti-aircraft machine guns were installed on strong buildings in Amoy City. On 25 September about 2,500 men of the 3 Public Security Regiment7 moved from Foochow to Chinchiang to garrison the Chinchiang-Amoy highway. Shejenmiao (5287/0086/1,680), Nant'ai (N 26-04, E 119-18). In early September between 270 and 280 men of the l Public Security Division, which were formerly maritime public security troops g, were at Yingch'ien (N 25-58, E l19?28)0 12. In November the 3 Regiment, Coast Defense Column, was along the coast of Feting (N 27-20, E 120>-1.3) and Hsiap'u (N 26-53, E 119-39) Hsien. 13?. 13y early October Kulanghsu Island (N 24-27, E 118-04), had been made a special military area by the Chinese Communists in Fukien. All the Soviet advisers of the Changchou (N 21+-32, E 117-4+2) and Amoy areas were concentrated on the island, and unemployed civilians were ordered to move off. Civilians who worked on the island were put under strict surveillance and control. A number of gunboats and armed landing barges were usually anchored around Kulanghsu.
