In January 1953 the annual allowance set by the Revolutionary Military Council
for each soldier in the Chinese Communist field armies was equivalent to the
value of 1,780 catties of millet,- In 1950, the annual standard allowance was
equivalent to the value of 144 catties2 of millet; in 1951, 1,560 cattier; in
1952, 1,619 catties.3 The allowance was to be used to cover expenses of the
soldier in such things as uniforms, staple and subsidiary foods, health care
and recreation, while he was not in combat. The allowance for soldiers in the
military district, public security, and other local units was from 10 to 25
percent less than that for field army troops.
