(FOR KEY SEE REVERSE) The Central Directorate of the Maritime Register (Tsentralnoye Upravleniye Morskogo Registra) was a department of the Ministry of the Merchant Fleet (MMF) which prescribed and published MMF maritime regulations. CDMR's responsibilities concerning the materiel main- tenance of MMF" vessels are given in the following points a. permanent supervision of the material condition of vesselst hulls, man ropul.sion machinery, boilers, and auxiliary machines.. b. Periodic inspections of vessels" hulls And machinery. These inspec- tions were performed by special Maritime Register commissions semi- annually and after every vessel repair. Inspection data were entered inthe journals of the repaired ship. Special..inspections, performed.. at least once a year and after every vessel repair. This inspection was of anchors, anchor chains, steam boilers, condensed-air containers, and freight loading and unloading equipment. It was the responsibility of the Maritime Register to see that all these documents. were properly maintained. e: Participation in commissions appointed to investigate accidents and wrecks, especially when accidents had resulted in damage to a vessel's hull or machinery. Participation in commissions inspecting the material condition of vessels and the degree of maintenance accorded ships by their crews. Supervision over the preparation of maintenance requests prepared by ship captains. It was the responsibility of Maritime Register autho- rities. to see that all vessel malfunctions were mentioned in these requests, h. Final decisions as to whether a ship was qualified to transport cer- tain cargoes; e.g., crude oil, ethyl gasoline, explosives, etc, i. Restrictions on the radius and length of service of vessels as deter- mined by their material condition. J. Periodical exanination of crews' familiarization and compliance with the regulations. in the manual.Technicai Exploitation of Merchant Fleet Vessels.. Personnel unfamiliar with these regulations or who violated thew were released from duty. Supervision and periodic inspection of MMF` shore loading and unloading equipment and compressed air containers. 1. Supervision over the technical. condition of all new Imo'` construction, except administrative and Apartment buildings. Supervision over the material condition of vessels leased to non-MMF' organizations. Opinions on inventions and suggestions for vessels' operating efficiency.
