Extensive plans are being;madd by the ,Communists to create serious disturbances in
Thailand about .10 M 1953?. he' Communists plan to coordinate this action'with the
Allied offensive inorea which they expect to be launched about that tilde, Mini ' Fedor P. Uolya and four other. Soviet Legation officers will leave Bangkok fig early
May to avoid. Soviet implication in any of the events which will follow. Two high Thai
Government officials 'brill be publicly assassinated. his will set of action between
the police and Signal Corps and 'the 'Army and Air Force which will 'be, follo*ad. by a
border incident' in tht Laos area, inviting Democratic Republic of Vietnam (DRV) parti-
cipation., Organized hinese reaction within Thailand will begin,; resulting in joint
Chinese-Police.cooperation to restore and maintain order. The -Chinese 0o}muniets do
not reckon with any local United ations or United States intervention. he Police-
Chinese combination, if well-organized, could overcome all dovernment reeistajacel within
