RD REFERENCES A special section of the militia is in charge of controlling all forms, of ' motor transport in Bulgaria. This section controls all trucks,'autoxnobilee, weight loads, nature of the;rnerohandies carried, routes followed, and time required in route. Each driver must have a license in one of the following categories, a.,,Automobile license; b. License for trucks up to seven tons, without trailers, and 32-seat busses; and CIS Licensee for autonobilee up to 75 horsepower, and trucks up to three tons. 2. During a trip, a driver must have, in addition to his license, a 'paten list" or travelling document which lists the following information, as Point of departure; Vs Nature and weight of merchandise carried; and c. Destination. The driver is issued a new "paten list." for each trip. This has to be signed by the dispatcher in the office of the chief of each automobile park. This document indicates'what the driver is to do, notes the kilometers run and tonnage carried, besides calculating the amount 'of gasoline and'oil needed. Any incidents or delays occurring during the trip; are also indicated on. the "paten list". 4. Unloading time to standardized at 30 minutes. If unloading takes' longer than this, then an explanation must be noted on the "paten list." If the driver has a flat tire, he must note on the document the exact place where the accident occurred and the time required to repair it. An additional, document known as a "tovarytelintsa".(way-bill) made out in triplicate, carries the signature of the sender, and is also signed by the consignee, and shows details concerning the merchandise. A copy of this document is left in the files of the automobile park. 6 While a special section of the militia controls the vehicles$ the ordinary militia controls all people travelling in automobiles or trucks.
