The local Communist hierarchy, in discussions concerning the recent peace
overtures emanating from Moscow, were of the opinion that these maneuvers
of the Russians are a part of Soviet tactics to weaken the economic structure
of the democratic countries. The Colombian Communists feel that M

an effort.to bring about an economic crisis in the United States and in
other democratic countries, will be willing to end the Korean war and make
other peaceful moves.l
2. In order to co-ordinate the efforts of the Communist Party of Colombia (PCC).
with what is believed to be a worldwide Communist tactical plan of causing
economic crises, the local Party is going to forma committee for the purpose
of studying Colombian economy and reconmnding methods by which the PCC can
bring about economic disturbances within the country,
