Rumania has had to set up a Space-Location Office in order to cope with the house,, to report on other people with apartments there Rumanians are, forbidden to change their lodgings without previous authorization from the Space-Location Office. This is trues even when a man finds a friend who is willing to take him in. problem of finding living space for people without lodgings. The Space Location Office works first for the Soviet officials,, then for the Rumanian Communist Party members, and finally for Communist workers,. Lodgings are requisitioned from Rumanian citizens and assigned to individuals approved by the Rumanian Communist Party.. The Space- Location Office is part .of the Security Ministry. A large part of its work is not securing lodgings at all, but exercising additional surveillance over the Rumanian people, There is a Presponsible" in each district. There are also Party members9 placed by the Space-Location Office in each apartment Requisition of living space in Rumania is actually only a legal form of spoliation. A recent Communist Party order to the office in Bucharest instructed it to clear out three hundred apartments as soon as possible. These were to be at the disposal of Soviet citizens about to arrive in Bucharest. Aided byy police authorities., the office cleared out private homes in Bucharest's Pare Filipescu, thus making room for the incoming Soviet families. In cities of strategic importance., such as Constanta, Rumanian citizens must have a permit to continue living there. SECRET.
