E 11i-35) a Chinese Communist newspaper reported that more than 1,500 persons
had been arrested in one hsien in the area during this campaign and were being
detained by ch'u authorities who were waiting for some method of punishment
to be devised.1

and their dependents in Hunan, with British nationals making up the majority.
Foreign missionaries were detained in the Hsin Min Middle School in Hengyang
prior to being expelled from Communist China.
Hunan trade authorities resumgd the system under which
travelling merchants' certificates were issued and merchants were encouraged
to ship native products for export to obtain foreign exchange.
