All 'f.shing vessels must be licensed by a branch office of the Kwangtung junk license. At schools run by the Fishermen..'s Association, attendance is compulsory up to the age of l0; otherwise children and wives can accompany the fishermen on' their trips, a permit to. fish inside its waters; Members of the Fishermen's Association are also issued a numbered cloth badge; this, pinned on-.their clothing, enables them to go ashore in any village in their own county without reporting to the local authorities. OFFICIALS ONLY 6. The hsien or county association is divided into several district associations, which in turn control a number of village associations. Inside the village the fishermen are grouped according to the type of fishing in which they are engaged. For example, in Chungkeu, a small village near Sanmei, with 12 inshore seining junks, the fishermen are organized into one group under a chairman. Each of the 12 junks must take its turn patrolling a three mi],e stretch of coast off the village during daylight hours. The patrolling vessel carries no arms. The fishermen are briefed to report immediately to the village association any floating glass spheres "("Imperialist germ containers") or any suspect movement which might be connected with the infiltration of enemy agents or the escape of landowners. The fishermen are not required to report on large warships which have frequently been sighted some ten miles off-shore.1 1. Comment. fishermen in Nant'ou (N 22-31, E 113-56) had been instructed by Communist authorities to watch for and report any naval or other unusual vessels seen approaching from Hong Kong or waters in the vicinity. They were also to report any troop movements inside Hong Kong territory and were to be on the alert for suspicious persons along the border area. (2) All vessels must anchor at the designated areas and must not change at will their places of anchorage (effective after places of anchorage are designated) (3) Fishermen can, only engage in the fishing industry and other legitimate commercial activities. They must not engage in smuggling to avoid payment of taxes or provide transportation for unlawful smuggling merchants. Any such smuggling case must be reported immediately to the Branch Office of the Frontier ;Defense Bureau; otherwise when detected, it will be considered as :' illegal traffic and will be prosecuted under the law; the goods and vessel will be confiscated.and the owner of the junk and the merchant will be de- tained, prosecuted and fined according to the seriousness of the offense. (4) Vessels must not carry contraband goods, enemy special agents, prostitutes and/or engage in gambling and opium smoking. Such offenses should be immediately and secretly reported to the nearest Branch office of the Frontier Defense Bureau; otherwise when detected, the offense will be for harboring en- emy special agents.
