had to present a detailed estimate to the Chinese Communist buyer of
the items of goods, the quantity, the unit price, the amount of the
transaction, the date of delivery of the merchandise, and the method
of payment before entering into the transaction. If both sides agreed
on the conditions, a contract would be made and the Chinese Communist
trading company transacting the business would apply to the trade
administration authorities for a trading permit, naming the foreign
trading company with whom it planned to trade. After the trade 25X1
administration authorities had made a decision on the rate of exchange

or on the goods demanded by the seller as barter, the Chinese
Communist trading company would be given an export license.
