were subject to thf following regulations.
a. Seamen were numbered upon landing. Personal possessions such
as fountain pens, wrist watches, and articles of clothing,
had to be registered upon disembarkation and accounted for
upon re-embarkation,
b. Only married men with families in the area were permitted to
spend the night ashore,1
c. Surveillance was limited to suspect individuals, This was in
contrast to the practice during the Five-Anti's Movement, when
all seamen ashore were frequently followed.
d. Customs duties had to be paid on native products exported in
excess of ten cattier,
Comment. Visits to relatives in the area were infrequent
since such visits often resulted in investigations of the relatives
by Communist officials,
