In August 1952 approximately 1,500 families in Wroclaw (Breslau),
who were engaged in private businesses, received orders to move
at least 50 kilometers from the city. This order was not enforced, reportedly
because elections for the Seim were in progress.
In June 1952 the Wroclaw authorities begart%to issue permits for private enterprises
and even to.provide space for those who obtained permits. When these enter-
prises were well established, they were taxed so heavily that not one was able
to pay the assessment.
3. In the fall of 1952 many workers were. discharged by their cooperatives. They
were not hired by other businesses;, ; s.jnce? the aimnoI'_ithis action. was to force
them into the coal mines.

imprisoned for two to three months. If one is caught a second time he is
sentenced to six months or more in prison. Some men who were 60 years old
,have been arrested for failure to have a work card.
The Wroclaw prisons are always overcrowded, even though prisoners are taken
da ly to labor camps. A cell in the large prisons on Ulica Sadowa and Ulica Kleczko,
-inwhich the Germans held three inmates, now hold 10 to 14 inmates. Many
prisoners are held for long periods at police stations. Approximately 10,000
prisoners are alwayo held in Wroclaw.
