The MGB's sea control (sic) in Poland has.the mission of protecting all material belonging to the Soviet state, as well as Soviet citizens who happen to be in the Polish coastal area. Typical items coming under this protection would be Soviet vessels in Polish harbors (which, as such' are exempt from WOP (Military Border Guard) and MO.(Citizens Militia),control)p ,Soviet storehouses and storage areas, and barracks and officers' quarters occupied by the.. Soviet military personnel.,_ 2. There are at present three commands along the Polish coast belonging to the MGB's sea control. These are designated 'tZ", "S", and "IM. The staff of_"Z"g which is in Szczecin (Stettin),. controls the coast between that city and Kolobrzeg.(Kolberg). "S", the staff of which is in Gdynia, controls the coast between Kolobrzeg"and Gdansk (Danzig). "W", with its staff in Elblag (Elbing), controls the coast between Gdansk and the Soviet border. The total. personnel strength of these three commands is about 2,000 men. 3. The MGB avoids openly involving itself with Polish property and the work of the WOP. Every MGB connand, however, has a liaison officer attached to the nearest WOP command. Officially, this officer is hared with arranging for supplies to the MGB forces. In practice, the Soviet liaison officer is believed frequently to give direct orders to the WGP authorities concerning their work. the existence of a Coastal Defense t : Com an ommand su ordinate to the II Military District in Bydgoszcz. Under this command the.coastal area is divided into three?sectors: Ustka (Stolpmuende Kolobrzeg (Kolberg) and Szczecin. It is.possible that this command is headed by Soviet officers'which might tend to identify the unit as being entirely Soviet.
