10 Shipbuilding was discussed at a conference convened by the Verwaltung des
Elektro Maschinenbaus VE 3 (Adi inistration of Eleetro Mechanical. Engineering)
(VEM) and was held in ]Berlin on 3 February 1953? The conference was attended
by the production managers of the rain administrations of electrical engineering
and shipbuilding, delegates of the marine electrical engineering VEM plant and
the equipment building VEM plant in Rostock and engineers of the Volkswerft
Stralsund,, the ?'arnemuende Warnow-tverft and the Fostock Weptun Shipyard.
2. The discussion showed that the EAU' In Treptow encountered great difficulties
inasmuch as steel, needed for the manufacture of magnets used in measuring
instruirents with roving coils, which was to be supplied by the Irmelborn plant,
could not be made available and that instead of the 30 to 40 tons needed ' in 1953,
the plant received only 10 tons. The conference saw no possirility to remedy
this situation. Source learned that manganese wire, which could no longer be
obtained from West Germany through legal channels, also was urgently needed,
3. The conferees finally were informed that the Sea Police was organizing a sub.-
marine branch of the National Armed Forces. All technicians and engineers were
asked to volunteer for this.subr?.arine arm and were told that training would
take place on Ruegen Island, at the Beene Werft in ( olgast and in the UQS.SOR.
They also learned that submarine training in East Germany would be conducted
by both Soviet submarine experts and German specialists, who, officers as well
as engineers, had undergone several months of training in the U.S.S.R. and that
old subrarines would be made available for training by the U.S.S.R. Detailed
information on enlIstr: nt was given only to those who seemed to be actually
interested and planne44olunteer for this career. Source expressed the belief
that this submarine arm was given special considerations.1
