The present Polish Navy, which is made up of old ships, has no more than half the tonnage and not more than a quarter of the battle poier'of the prewar Polish Navy. However, the manpower of the navy, with the exception of officers in the upper echelons, is about 10 to 15 percent higher than that of the prewar navy. The high ranking officers are Soviets and, according to the informant, will . continue to be only Soviets, 2, The Soviets have assigned to the Polish Navy the task of defending the coast of Poland. In order to carry out this assignment, all of the training and preparation by the navy has been directed toward this end. 3. Rumors have been circulating in Gdynia that all Polish harbors between Wladyslawowo and Swinoujscie (Swinemuende) will be, closed and that access to their will be denied to all foreign ships. All of the state fishing establishments act situated in these harbors will be moved to harbors located in Gdansk (Danzig) Bay and Szczecin (Stettin) Bay. The small harbors located between Wiadyslawowo and Swinoujscie will be reconstructed .as naval. ports because they are the nearest to the Danish island of Bornholm, The Polish coast between the Bays of Gdansk and Szczecin will be fortified and equipped with coastal artillery. A chain of airfields, on which airforce units will be stationed, will be constructed behirdthe coastal defenses. These preparations will lead in time to "attack bases" which can be used against Scarldinav1a. As a result of these preparations, an increased number of personnel have been required. 4, The Polish Navy has established a new training center whichl, according to the informant, was probably instituted to train the personnel needed for the increased preparations. This center is located at the, western periphery of Gizycko (Loetzen) in Olsztyn (Allenstein) Voivodship, and is situated. north of the Gizycko railroad line and includes the small forest located.in this area. The commander of the Gizycko training center is a Soviet naval officer, who has the rank of commodore. The commsnder does not speak any Polish although he wears a Polish uniform. There are also a few other Soviet officers at the center, but the largest group of military people attached to the center are Polish commissioned and noncommissioned officers. Some politruke and civilian teachers are also attached to the training center. 6. For candidates to the training center, the ZI (Union of Polish Louth) and SP (Service to Poland) are recruiting volunteers of both sexes from the age group between 15-18 years. The youth organizations draft candidates for the center when they are not able to recruit volunteers. 7. The first course at the training center began in April 1953 with an enrollment of about 140 boys and 70 girls. The training center will be operationally active until the end of September and will give two months courses during this period. Each student mast attend a similar two months course every year for three years before he will be assimilated into the navy. 8. The Gizycko training center is very modern and is provided with up-to-date training facilities. Eight motorboats and one cutter have been made available to the center to enable the students to acquire some knowledge of boats. Moreover, the center has at its disposal for training the students some airplanes which are kept at the airfield at Kwady, a short distance from Gizycko. The Kwady airfield, the existence of which is not generally known by the public, is situated in the angle formed by the small lake of 8wady, by the forest lying to the south of the lake, and by the parallel road and railroad which go in the direction of Gizycko and Ketrzyn (Rastembur?g). The airfield was a former Germane airfield which escaped damage during the last war. Since the fall of 1952, the Polish Air Force has had about 40 planes stationed on the field. These planes are of many types, bombers and fighters" they all bear Polish markings. 9.
