1. By order of the Central Military Council (CMC) construction of two arsenals,

one near T'aiyuan (N 37-52, E 112-35) and one at Changchih2 (N 36-05, E 113-14),
was to begin shortly after early May 1953. Engineering staffs and construction
materials were assembled at both sites by 30 April. Three engineering bureaus
at Taiyuan and one bureau at Changchih had been established in February by the
Chinese Communist Second Ministry of Machine Industry (SMMI) of the Government
Administration Council, under whose direction the construction of these two
medium-sized arsenals was undertaken. The CMC approved the final plans drafted
by representatives of the CMC, the SMMI, and the Central Supply and Service
Command (CSSC)after they had surveyed the arsenal sites in Shansi in October 195R-
2. The arsenal at T'aiyuan will manufacture heavy weapons and the arsenal at
Changchih will manufacture rifles and ammunition. T'aiyuan is the site of a
former Chinese Nationalist arsenal later used by the Chinese Communists as a
State-operated factory. Part of the machinery from this factory will be trans-
ferred to the two proposed arsenals.
3. In early May, the CSSC and the CMC were planning to construct a military ware-
house north of the city limits of Taiyuan, east of the Fenho (N 37- , E 112- )
and west of the railway. The proposed construction, at an estimated cost of JMP
on (sic) 60,000,000,000,3 was to cover an area of 25,000 square meters and was
to be built entirely of reinforced concrete with both fire prevention and air
defense equipment. The warehouse construction was to be undertaken simultaneously
with that of the Taiyuan arsenal and was to be used for storing the weapons
manufactured at the new arsenal.

4. Prior to 6 April 1953 the Chinese Communist arsenal at Mukden was manufacturing
a model ~l submachine gun whose overall length was 34 inches. The barrel was
equipped with ventilated casing, and the curved magazine contained 30 rounds of
