Cotton Weaving Factory 25X1 25X1 25X1 2. the North C}; ina Textile Bureau planned to begin construction of a cotton weaving factory at Shihchiachuang (N 39-02, E 114-28) about 1 April 1953? This factory was to begin production in .1954. 3. The Textile Bureau selected the Shihchiachuang site on the recommendation of five Soviet advi sersti attached to the factory building committee organized by the bureau in the winter of 1952. The five advisers recommended local use of the cotton produced in North China and determined the factory site in relation to the problems of communication, water supply, quality of the soil, and contour of the earth. 4. The Ching Wei (1842/1885) Weaving Machine Factory: was to supply the Shihchiachuang factory with all necessary equipment.
