The Chinese Communists plan to set up an autonomous nationalist state embracing all Shan tribes, similar to those already set up with bases in Yunnan, for the Thai, Lisu, and Lahu: ethnic groups. The principle underlying all of these states is that regardless of national boundaries, all persons of these ethnic groups belong to and should pledge their allegiance and support to a nationality state. 25X1X 2. A new road is being built from Meng Lien via Meng Ma (N 22-13, E 99-24) to the border of the Wa State of Manglun. Although this state is in Burma, it is in the area in which there is a Chinese-Oovernment of Burma boundary dispute. The road will connect important cities in Yunnan with Shan autonomous state headquarters which are to be set up in the Mangiun area. 4. After the rainy season, another road is to be built from Meng Lien to the Kengtung border, following the Nam Lwe R:Iver. This road will connect with Mong Yang (N 21-50, E 99-4O)-K'engtung road and since there is a highway between Kengtung and Chiengrai, the road will be called the Meng Lien-Chiengrai road.' The road is envisaged as one of the main lines of communication for the future Shan State.
