(FOR KEY SEE REVERSE) 1. A person from a rural areal must first secure two guarantors who will swear that the applicant is not engaged in espionage or any other illegal activities. Guarantors are difficult to secure since they may be prosecuted if the applicant is found to be guilty of some offense. The applicant forwards an application forni, together with letters of guarantee to the local farmers association. The chairman of the farmers association examines the application, verifies the letters of guarantee, and forwards them to the local district (0575) chairman. The district chairman forwards the papers to the hsien magistrate who sAnr1s the papers to the local public security bureau for investigation. 2. The public security bureau checks to find out if the applicant has a police record or is on the local list of reactionaries, spies, landlords, or rich farmers. If the applicant passes this screening, his papers are chopped with the seal of the public security bureau and returned to the district chairman through the hsien magistrate. The district chairman informs the farmers association of the approval or disapproval of the application. If the application has been approved the applicant must go to the district office to purchase his ticket to the border and inform. the office of his date of departure. On the day the traveller leaves, he must bring his luggage to the district office where it is inspected and the traveller is given his exit permit. 3. When the traveller arrives at Shench'uan (N 22-32, E 114-08) his exit permit is examined and he is asked a number of questions regarding the purpose of the trip and his background. If the traveller's answers do not fit the information on the permit or do not seem to be logical, he may be sent back to his home. A person may take out of China native products to the amount which he can carry with him. No JP may be taken out of the country. Each .rave er s and one fountain pen with him to Hong Kong, but these items must be registered at the border on the back of the exit permit. The traveller must mail his exit permit back to the issuing office within 15 days after arrival at his destination or his guarantors are liable to prosecution.
