The North Korean Mukden Liaison Office was established when the Chinese Communist forces entered the Korean war in October 19509 and was nominally under the North Korean Consulate in Mukden. This office. was established to maintain a-close working relationship between North Koreans and Chinese in matters concerning the entry of Chinese troops into the war and was staffed principally with personnel aesigned by the general headquarters of the North Korean army. 2. KIWI KCwi-.man (6855/6311/0589) was director of the cden Liaison Office and YI Chong-wan (2621/6988/1346) was deputy director. The office had the following divisions. Public Relations., Military Affairs,, Economic Affairs, and Overseas National Affairs. Of more than 70 persons employed in the liaison office., 50 were in the Military Affairs Division. The liaison offj!.ce included a few diplomatic employees who were attached to the North Korean Consulate. Their function was to facilitate 'the, conduct of affairs between the Mukden Liaison Office and the Consulate; The Military Affairs Division included army., navy,, air force' supply and service., communications. and intelligence sections. Eaoh of these sections maintained liaison with corresponding units of the Chinese Communist Army and the Northeast Military Area Headquarters in Mukden. 3.
