(FOR KEY SEE REVERSE) 25X1 8 July 1953 On 29 June, Johannes Dieckmann was told by High Commissioner V.S. Semenov that in view of the impending East-West discussions it would be wise if he were to. remain in the position of acting State President for an indefinite period. When Dieokrnann inquired as to the role of Wilhelm Pieck, Semenov replied that Pieck would not be completely pushed out of the way or liqui- dated. His return to office, however, would be controlled by Semenov. 2, Hermann Kastner has been promised an important post by Semenov. He was told to set up a board which is to give directions on the methods by which German unity can be achieved.
