The North Korean Ministry of Heavy Industry cannot be ordered by the Ministry of National Defense to produce military equipment. The Ministry of National Defense, however, sets the production quotas for the munitions to be pro- duced by the Ministry of Heavy Industry's First Department. These quotas, when drawn up, are submitted to the North Korean Cabinet. If approved, the quotas are forwarded to the Military Commission, which issues them as top secret orders on production to the Minister cf Heavy Industry. 2, The Ministry of Heavy Industry prepares statistics showing the amount of electricity needed for the coming year and submits the statistics to the National Planning Board along with its yearly plan. If the amount is approved by the North Korean Cabinet, the Ministry of Heavy Industry requests the power facilities from the Cabinet Electric Power Department. 3. Through the National Central Trading Bank in P'yongyang, the Ministry of Heavy Industry receives payment for the monazite ore it sends the USSR. When officials of the Soviet Ministry of Trade take possession of the refined monazite ore in Manchuria, they make out receipts for the amount of ore and forward these receipts to the Ministry of Heavy Industry and to the bank in P'y6ngyang, The bank then makes out a request for payment and sends it to the USSR.
