RD REFERENCES THE SOURCE EVALUATIONS IN THIS REPORT ARE DEFINITIVE. THE APPRAISAL OF CONTENT IS TENTATIVE. (FOR KEY SEE REVERSE) 1. It is estimated that at the present time Rumania possesses 16,000 to 20,000 tractors broken down into the following categories: 2,000 to 2,500 new tractors constructed at Sovromtractor works 29000 to 2,500 old Soviet tractors sold to Rumania after repairs 129000 to 15,000 tractors left over from the pre-war tractor pool It is hoped that by the end of the First Five-Year Plan the total number of serviceable tractors will reach 259000. 2. Only one-third of the existing number of tractors in the whole country are at work. This situation is the result of the large number which are worn out through excessive use and having been worked after more than the stipulated 300 working hours after repair and before the next overhaul; lack of spare parts and indifferent repair work; and lack of trained drivers. In the village workshops for instance repairs are normally carried out by hopelessly unqualified mechanics, 25 YEAR RE-REVIEW SECRET/CONTROL - U. S.
