1. On 7 April 1953 the North Korean 247 Unit of the North Korean Naval Headquarters
was responsible for guarding the port area in Yongamp'o (N 39-56) E 124-22)
(XE-1721). The unit consisted of 150 men,1 and two 24-knot patrol boats which
were used only at night and remained hidden under the piers during the day.
Fishing vessels were not allowed in Yongamp'o but 12 fishing boats used the
piers at Tasado (N 39-51, E 124-26) (XE-2312). With this sole exception, there
were no other restrictions placed on fishing vessels in the area, including
those from Antung, Manchuria.
2. Ten Soviet instructors were to come to the North Korean Navy School at Sosura
(N 42-16, E 130-36) (FB-3280)2 sometime after March 1953. In addition, three
Soviet technicians and five radar sets were to be sent to Sosura from the USSR
along with five small navy patrol boats.
3. On 20 March 195 a branch of the North Korean Naval Intelligence Bureau was in
Suryong-dong, Songjin City. Commander of the bureau was KIM Tal-sam (6855/
6671/0005), aged 35, a lieutenant commander. KIM was born in the USSR, ancL was
formerly head of the Operations Section of a naval base near Chinnamp'.o. KIM
was. transferred to Songjin in March 1952. Eight patrol boats, each equipped with
three Soviet machine guns and a 30-horsepower engine, were sent to Songjin from
Vladivostok in October 1952. The bureau was organized in September 1952. There
were five sections in the 'bureau. Reconnaissance, censorship, operations, guard,
and inspection. The functions of the bureau were previously handled by the
coastal detachments of the Social Security Ministry but when the amalgamation
of the Ministry of Internal Affairs and the Ministry of Social Security took
