On 1 April 1933; the People's Supervisory Committee of the Xwangtung
Government designated Post Office Box 28 for the use of the people of
Kwangtung in exposing corruption and graft among government organizations
and officials. Letters posted to the Committee and addressed to this box,
were to be sent free of postage.
