June 1953 the National Executive Board of the Partido Socialists, Popular (PSP, Cuban Communist Party) re-emphasized the fact that the PSP must use all means at its disposal to combat the Montreal Pact, and publicly proclaim the Party's adherence to the declaration of the Federacion Estudiantil Universiteria (FEU), opposing the pact. This action will gain the sympathetic appreciation of many political groups throughout the country which share the FEU 's sentiments, and the FELT will be gratified to see its opinion supported. The National Executive Board will keep in close contact with the FEU, and again present to the directive council of the latter group a community plan of action to create a united-front of opposition. Efforts of the groups headed by Carlos PRIO and Emilio OCHOA to affiliate'with the proposed united-front organization have already met with severe rebuff. Efforts will be redoubled to form and strengthen the united-front of the masses committees. Great progress has already been made in this direction, and municipal conferences of these committees have been announced for Mariano, Manzanillo, and Bayamo. The Habana municipal council of the united-front of the masses committees is expected to denounce, the Montreal Pact publicly. Members of the Pirtido deli-c? Pueblo... Great satisfaction was expressed by Board members concerning the great etrma~ority umph scored by the PSP at the recent Tobacco Workers' Congress. of the tobacco unions which were excluded from the 8th National Labor Congress of the Confederacion de Trabajadores de Cuba (CTC) were admitted to the STATE ARMY x NAVY X FB I (Nate, Washington DisslW? Further, the new Executive Committee of the National Federation of Tobacco Workers (NFTW) includes a good number of Communist leaders, who will be in a better position to effect greater Communist penetra- tion of this important industrial federation and eventually its total control by the PSP. The credit for this success was laid to the Party's instruc- tions to the Communist-controlled tobacco unions and other industrial unions to establish normal activities, and through their respective federations and the CTC, to participate in congresses and other labor events sponsored by the CTC. Blas ROCA added that the successes in the Tobacco Workers' Congress timeresolutions demonstrate that the eloseParty's establishing a firm legal status .correct. The unions m t 3. 25X1A Omnibus Aliados The struggle of the Party-directed Omnibus Aliados'workers against the CTC leaders and the prejudicial Decree Law 908 was discussed, and approval was expressed concerning the work being done by the Comite de Renovation Sindical Democratica de Omnibus Aliados (Committee for Democratic Labor Renovation of Omnibus Aliados), under the direction of Jose Maria PEREZ and Rafael AVILA. At the general assembly of bus drivers, held on 26 June at Plasterers' Hall, those in attendance were in enthusiastic agreement with the opposition of PSP leaders to Decree Law 908. Party leadership was instrumental in organizing a slow-down on Route 58 and other routes, resulting in the government's having to suspend the law. However, the danger has not disappeared; rather, the application of this repressive measure has simply been postponed. The fact that Jose Maria PEREZ, former secretary general of the Sindicato de Obreros y Empleados de Omnibus Aliados (Union of Workers and Employees.of..Omnibus Aliados), and Rafael AVILA, former organizing secretary, along with others, were reinstated in the positions from which they were ousted In 1947 because they were Communists, is another rsOithem to new efforts in assistance lent them by the PSP, and should inspire Peace 4. The arty will join with the National Peace Council in bringing to the Cuban people the appeal issued by the World Peace Council at its recent Budapest meeting, based on the following points: Immediate end to the war in Korea and other parts of Asia where Yankee imperialism is trying to impose itself; lasting peace among the Five Great Powers, with an immediate meeting called to accomplish this; pacific co-existence of Communist and capitalist regimes, dependent entirely upon the good will of the respective governments; the right of each people to elect the way of life most suited for it, and the whole world must respect the ways of life chosen by the various peoples for themselves; so that a spirit of mutual under- standing and peace may exist, there is an urgent need for commercial and cultural exchange between the capitalist and. Communist regimes, with a meeting of minds among men of science, letters, art, labor, and the intellectuals of east and west; that relations between the peoples of the world be on a normal and human basis permitting mutual acquaintance and making possible pacific co-existence. Party committees, from the cell committees to the sectional and provisional Executive Boards, must attend study circles and hold discussions of Party principles during their meetings, always bearing in mind that economic crises are the consequence of wars and capitalistic contradictions, and will eventually bring about the downfall of the capitalistic regime, which will be shortly replaced by socialism based on Marxist-Leninist principles. FDI!iC The organization of girls' clubs by the Federacion Democratica de Mujeres Cubanas (FDIC, Communist Federation of Cuban Women) was discussed. Two of those, the Club de Muchachas Marta Abreu, of Santa Clara, and the Club de Muchachas de la Habana, have already been constituted, and have night school classes on cultural and political education, hold concerts, plays, readings, civic meetings, and sewing circles, as well as training sessions in manual arts, as an incentive for the present members and an attraction for new members. Miscellaneous 7. Comment was made on the following matters: The struggle by port and sugar workers against proposed wage cuts; the 15th. anniversary of the founding of the Confederation de Trabajadores de America Latina (CTAL) on 8 September, and the International Conference of Agricultural and Forest workers, to be held under the auspices of the World Federation of Trade Unions (WFTIT) in Vienna during October 1953; and the Servicio de Inteligencia Militar (SIM) raid on the home of Juan TAWECHEL in Santiago de Cuba, against which a vigorous protest was made.
