The opposition group which attempted an uprising against the'EATISTA Ocvernment in Santiago de Cuba on 26 July was composed of students, former 'students, and mercenaries. There is no indication that this uprising was 00-ordihate'd with the opposition group led by Carlos PRIO Sooarras, although it is probatgle that material support and backing came from PRIG. The attempt by the''PR1O group had been expected, but the uprising in Santiago has probably disrupted his plans. 2. C- at leaders did not participate in the uprising, nor were'thgy prtioi- pating in the plans of the PRIO group. However, the Cuban Qovernment Is moving against{ the Communists in an effort to instill the impression that the Comm u gists planned the uprising with the discredited members of the Partid6.0e1Pueblo Cuban (PPO, Ortodoxo) and the Partido Revoluoionario Cuban (PRC', dmtentioo). In this way the government hopes to discredit the'opposition ad :gain popular support. 3.
