1. The leaders of the Independent Federation of Colombian Workers (CTCI) have
issued orders to all Communists: who have been active in the field of labor
matters that they should start working in earnest for a reorganization of,'.
the labor movement. It is pointed out that it is not a matter of initiating
attacks against other organizations or persons, but of gradually getting the
workers. themselves to see who are their enemies and who have betrayed them.
Those'perm ns affiliated with the CTCI must attempt to orient the workers:
along lines. indicated by Communist policy and should aid them in all their
battles,. The watchwords should be labor unity, union freedom, the right
to strike, and world peace.
2. In circulars. issued by the Communist Party of Colombia (PCC), a protest is.
made against a recent statement of Col. Francisco ROJAS.Scarpetta, in which
the National Police director called upon the police and citizens in'general
to fight Communism and to report those persons seen with Communist propaganda.
ROJ.AS called the Communists salaried agents of foreign powers:, but it was
stated in the circular that the true foreign agents are those who sell
Colombia's sovereignty for Yankee dollars. It was also stated that since
13..June 1953 the FCC has issued no subversive propaganda. No attack was
made on President Gustavo ROJAS Pinilla.
3: 'PCC leaders.: are calling for an auto-criticism in order to ascertain why
the Party has failed to take action to counteract the efforts of other
labor organizations, such as the Union of Colombian Workers (UTC) and the
Argentina-dominated. National Federation of Workers (CNT). It is argued.
that there must be some weakness in the Party's methods and that this must
be found.

4. Gilberto VIEIRA.White and Diego MONTANA. Cuellar are working together in an
effort to determine the best manner for setting up a Democratic Front. VIEIRA
stated that MONTANA had practically given up hope of doing anything in the
Barranoabermeja.oil fields. and that a front organization appeared to offer,
the PCC the best opportunity at this time. some success has been realized
in certain areas of Tolima, where about a thousand rural workers have Joined
the movement. Efforts are being made to organize rural fronts directed by
leaders trained in Viota.
