State Control Center (ABK) 25X1X THE SOURCE EVALUATIONS IN THIS REPORT ARE DEFINITIVE. THE. APPRAISAL OF CONTENT IS TENTATIVE. (FOR KEY SEE REVERSE) 25X1A 1. The State Control-Center (A.lami LllenOrztf Kdzpont or AEK) had its head offices and school at N&dor Street 28, Budapest. Applicants were given a one year CPA course and then they received employment with the State Control Center, which is supervising the bookkeeping of the industrial plants and agrarian cooperatives. There were 53 graduates in the last class. There was no age limit; the; :aged of i,stLteniv varied between 28 and 12. Also no previous studies were required; thus it happened that #mong ihe-19S2 graduates there wasnit a single one who was a high school graduate. The students were Government employees whose salaries were paid by the State according to the wages earned prior to the attendance of the school. Thus the wages varied from 700 forints to 1,400 forinte monthly. After the students were graduated the CPA starting salaries remained the same as they had been during the course. It was promised., however, that the salaries were to Y.4lfihcreased according to the-years in service. 2. F'rom.the salaries paid by the school.the following sums were deducted. a. 2 percent tuition. b. 120 forints per month for the "Peace Loan" a. 18 forints per month for trade-union membership fee d. 160 forints per month for lunch and tea-at the school e. 9 forints per month for the subscription to the newspaper Szabad f... 3 forints per month for the periodical Social Review (T&rsadalmm& 3Z e) g. 20 to 30 forints for miscellaneous deductions, co ectiona or Korea.. movies, theatre, etc. 25X1X 3. 4. Bookkeeping 25X1A d. Political analysis of newpapers; the students received the Szabad Nep, each morning and the first subject was reading the paper. Ev ry student had to study the paper thoroughly for one hour., and upon request had to give an account of it's contents, telling what he found interesting or noteworthy in the paper. This subject was given great importance, yet., most of the students scanned the paper., and memorized the headlines only, in order to have an idea what the daily news was. When called to report,., the sterotype and much repeated anti-Western slogans, and praise of the Soviet Union, were the answerso. Mondays (when there were no newspapers) "press- comments" had to be delivered by one of the students. If this student was a Communist or an opportunists lots of harm could come to the non-Communists by ignoring the official point of view. But if the moderator was a non- Communist, the hour passed mostly with joking, and superficial debates. 5. Bookkeepers., accountants, and other specialists on the teaching staff, were selected according to their political reliability.
