At a recent meeting in Bangkok, the branch group leader of the Chinese Communist
New Democratic Youth Association (NDYA) announced that on orders from above there
would be a move to finance a NDYA effort to establish a communications link with C
Communist China.
2. The Thai Maritime Navigation Company has contracted for steamers which ply between
Hong Kong, Singapore, and Indonesia and is planning to expand its activities to
Swatow. Some of the steamers are as follows HAI HUANG (3189/41o6), HAI HOU
(3189/0683), TA WEI CHIEN (1129/0251/0256), and XMI YANG (6311/7122). The NDYA
intends to obtain one of these steamers and to engage a Chinese Communist Party
(CC?) member to act as compradore of the vessel.
The Thai Maritime Navigation Company has' already appointed I Kuang-han4 as one of
the compradores. At present there are three more vacancies. The NDYA intends to
acquire one of the vacancies regardless of cost.

Having a compradore who is a CCP me er would enable the CCP to control the
activities of the vessel. This wou.1 give the CCP a transportation link as
well as a communications link with Communist China.. 25X1
