1. A new facet of local Communist propaganda on the Rosenberg theme developed
recently, with the revelation by El Pais, a strongly anti-Communist and
pro-United States newspaper, that a certain teacher in the public schools
of Montevideo had used her position to disseminate among her young students
anti-United States propaganda. The actual incident in question was the
teacher's use in class of an acrostic poem which spelled.out the words
"Norbea=ricanos asesinoslt (North American assassins).
2. The general reaction to this injection of propaganda by a public school
teacher has been strong, and the teacher concerned is currently suspended
on half pay, pending a more thorough investigation by the educational
authorities. It would appear that this incident has aroused popular
indignation against such Communist tactics and has also aroused considerable
editorial comment adverse to the interest of the local Communists. It has
also focused public opinion on the activities of Communists in the public
school system and may result in closer scrutiny of the political ideologies
of those involved in public education. On the other hand, the Uruguayan
Communist Party (PCU) has begun its attempt to cloud the issue by invoking,
among other things, the possible threat against academic freedom that may
materialize from this incident.
