Possible Dissolution of the Cominform

1. The Government of the USSR intends a general reorganization of the controlling
apparatus of all foreign Communist Parties, accompanied by the dissolution of
the Cominform. This is to take place by 1 September 1953.
2. The reason for. this action is that in ma.pants of'.the West orgaaised-,C wifdsm
is regarded as a world danger. The dissolution of the Cominform is a tactical
move intended to calm fears and give evidence of peaceful intentions, without,
however, altering in any way Moscow's real objectives,
3. In the foreign Communist Parties, the General Seoretariata and the Politburos
are to be replaced by Presidiums. The Presidium will collectively take over
all the power functions formerly belonging to the Secretariat. The idea is to
produce collective leadership and to destroy the importance of leading individuals.
Direct connections will be made between Moscow and the new presidial organizations
without the intervention of any Comintern or Cominform,
