On 21 March 1953, laborers were mobilized in the Haeju (N 38-02, E 125-42) (YC-3713) area to do repair work on the Haeju airfield. The repair work was 25X1A conducted only at night and consisted of filling bomb craters. 2. On 20 April reconstruction work on Haeju airfield began.1 Between 20 and 30 April, about 100 men were recruited, and an average of 50 men worked at the field each day. The laborers.were recruited from Yongch'onmy8n (N 38-30, E 12541) (YC-3464), Ilsin-my8n (N 37-55, E 125-51) (YC-5100), and Naesong-myon (N 37-58, E 125-51) (YC-5006), and were from 16 to 60 years of age. They worked from 8 a.m. to 7 p.m. each day with their on farming tools. One North Korean air force junior lieutenant and five soldiers, who were stationed in a nearby branch police sub-station, supervised the work. 3. Policemen told the recruited laborers that the North Korean air force would use the airfields in the near future, and encouraged them to complete the recon- struction work. It was rumored, however, that the work was being carried on for the purpose of luring United Nations bombers to the field. The airfield was not guarded, but some armed village self-defense team members patrolled the area between the airstrip and the coast at night. 4. On 20 April one laborer was killed and three others were wounded by the explosion of a delayed action bomb when they were mowing the area.
